There are some tutorials on Internet which teach you how to apply the cracked licenses onto ACS 5.2. I found they are still valid for ACS 5.4. The procedure is quite same apart from that you need to remove GRUB password protection in ACS 5.4.

Need help to Run Cisco ACS 5.4. I have changed after this step.
Step-4 Now we are going to remove the password protection on GRUB. Start the VM with a CentOS CD/DVD iso, you may need to modify the boot order in BIOS.
But cannot get rescue installed wizard.
Step-5 Select the menu “Rescue installed system”
Somebody guide me..
